Decarbonization refers to the long-term reduction of greenhouse gas emissions by a company, sector, or country through the replacement of fossil fuels and carbon-intensive processes. The term describes a process, not a target state: it refers to the path toward emission reduction, whereas climate neutrality and net zero denote the target. Offsetting emissions through carbon credits is not included in this definition.

Distinctions: Decarbonization, Climate Neutrality, Net Zero, and Defossilization

These four terms are often used interchangeably in everyday language. They refer to different things: a process, two target states, and a subset. If you mix them up when formulating goals, you end up with goals that cannot be verified later.

Case Study: Cement: Replacing fossil fuels in cement production defossilizes the energy used. However, this does not affect the process-related emissions from the calcination of limestone. These must be addressed through other measures, such as alternative binders or CO₂ capture. This is precisely why defossilization is not automatically synonymous with complete decarbonization.

Cement production brings the bottom line into focus. Replacing the fuels used in this process leads to decarbonization. Process-related emissions from the calcination of limestone remain unaffected by this and can only be addressed through the use of other binders or through capture.

Begriffsherkunft, Definition und Schreibweisen. Der Begriff verbindet das lateinische Präfix de- („weg von“) mit Karbon (Kohlenstoff) und beschreibt wörtlich das Herauslösen von Kohlenstoff aus Energieträgern und Prozessen. Im Deutschen ist Entkarbonisierung gleichbedeutend und begegnet vor allem in älteren Fachtexten. Die englische Entsprechung lautet decarbonisation (britisch) oder decarbonization (amerikanisch). Defossilisierung ist dagegen kein Synonym, sondern eine Teilmenge — sie bezeichnet allein den Ersatz fossiler Energieträger, nicht die Minderung prozessbedingter Emissionen.

Context: The statutory target values

In Germany, decarbonization is not just a buzzword but is enshrined in law. Section 3 of the Federal Climate Protection Act, as amended in 2024, requires a reduction in greenhouse gas emissions of at least 65 percent by 2030 and at least 88 percent by 2040, in each case compared to 1990 levels; Net greenhouse gas neutrality is to be achieved by 2045. At the EU level, the European Climate Law sets a target of a net reduction of 55 percent by 2030 and climate neutrality by 2050.

The absolute values in metric tons for 2030 and 2040 are not specified in the law. The KSG sets percentage targets; the values in the table are calculated based on those targets and the 1990 inventory value. If the Federal Environment Agency revises the 1990 value, these figures will change accordingly.

Relevance for Businesses

The gap between the current level and the target is the reason why regulatory pressure will increase through 2030. Between 1990 and 2025, Germany reduced CO₂ equivalents by approximately 604 million metric tons—an average of about 17 million metric tons per year. To meet the 2030 target, approximately 210 million metric tons still need to be reduced starting in 2025—that is, about 42 million metric tons per year—which is, mathematically speaking, two and a half times the rate of the past 35 years (our own calculation based on inventory data from the Federal Environment Agency and the KSG’s percentage target). Whether this rate will be achieved remains to be seen—but the direction for the company’s planning remains clear.

Based on our project experience, the most common mistake in decarbonization projects is the choice of target metric. Companies set an intensity target—metric tons of CO₂e per million euros in revenue—and report progress for years, while absolute emissions rise along with growth. Such a target is not comparable to the absolute pathways specified by the KSG or a target standard, and the climate action transition plan under ESRS E1 must be rewritten as soon as an auditor questions its compatibility. An intensity metric makes sense as a steering indicator alongside the main target. However, we believe it is the wrong choice as the primary target.

Before planning measures, two things must be established: a verified base year and an inventory of Scope 1 through 3 emissions. If either of these is missing, it will not be possible to substantiate any reduction claims later on. A company can therefore report that it is climate neutral without having significantly reduced its carbon footprint, and conversely, it can significantly reduce its emissions without being climate neutral.
